1.綠色包裝具有環境保護和資源再生兩重含義,在減少污染、保護環境的同時,要最大限度節約資源。
節約資源和能源,也是保護環境的治本措施。因此在包裝設計時,應從設計源頭實行包裝減量化,把包裝的環保性能放在設計首位;在滿足使用功能的前提下,提倡簡易包裝和能重復使用的包裝。在包裝廢棄物處理中,尤要重視發展包裝廢棄物的回收再生技術。國家對再生產品應實行優惠扶持政策,使自然資源能夠在大自然中進行良性循環。


2.實行政策和投資傾斜,重視對包裝資源及原材料的建設。
如造紙企業投資建設快生紙林,使造紙工業既不破壞森林,又有自己的原材料基地。又如發展塑料原料工業,合成更多功能性好,又易於回收,不污染環境的塑料包裝原材料。


3.重視對各類包裝的資源環境特性研究,對包裝產品生命周期全過程的各個環節採取綠色技術措施。
要研究和發展易回收、可降解的綠色材料大力推行包裝產品的清潔化生產,在產品的生產、使用、回收處理及再利用過程中經濟地實現節省資源和能源,減少或消除環境污染,做到可持續發展。


4.實行包裝產品的環境成本內在化。
將資源和環境的經濟價值納入成本利潤核算中,從而使環境因素被納入包裝的決策全過程。
