智力激勵法是美國學者奧斯本創造的。它以“眾言堂”為特徵,是一種集思廣益、相互啟發的方法。它通過小型的甚至三四人的座談會,進行討論交流,互相啟迪、相互激勵、相互修正、相互補充,使創造性設想產生共鳴,並發生連鎖反應,啟示與誘發更多的新見解、新觀點直到獲得創造性設想。智力激勵法是種在較短時間內,在現有條件下,激發和調動創造力、凝聚集體智慧的一種有效手段。通過討論和激勵,使各自的潛意識慢慢地顯露出來,使沉睡著的記憶信息活躍起來,使大腦處於興奮的工作狀態之中

智力激勵法是基於人們在交流設計方案時會產生互激共振、連鎖反應這一客觀規律而創立的,它完全不同於物物交換


具體說來,智力激勵法是指通過一種特殊會議,使參加的人員圍繞著一個共同課題發散思維,相互啟發,填補知識空隙,引起創造性設想的連鎖反應,以產生更多的設想,然後綜合集體創造力的一種技法。
