因為綠色包裝材料的研究、開發需要花費相當大的人力、物力,形成綠色包裝又需要有特殊技術,這必然導致包裝材料和包裝容器的成本上升。

目前,在生產廠家和使用者環境意識還較薄弱時,是不會自覺用較高成本去生產和使用環保包裝的,所以必須通過立法來管理綠色包裝材料的生產、使用,以促進綠色包裝材料和綠色包裝的發展。

以立法來強制推行綠色包裝的發展也是世界各國普遍採用的行之有效的方法,我們在此方面基礎薄弱,更需迎頭趕上。

制定行之有效的法規,一方面應吸收借鑒發達國家如歐盟的經驗,但是必須結合我國國情;另一方面則應進行包裝環境科學的研究工作,更需註意發揚廣大人民群眾的積極性和發揮社會主義制度的優越性。


綠色包裝材料的法規內容應包括綠色包裝材料的環境標準,規定,以及防止和消除排入環境中污染物的環境凈化技術(主要為包裝廢棄物的回收利用技術),並制定5年、10年必須達到的包裝材料再循環的目標。綠色包裝材料法規也可納入綠色包裝法規,如《包裝廢棄物限製法》或《包裝法》中。
